Sometimes it looks good to have very few labels, whose size and color is
completely different than the other labels, to be drawn anyways on top. Allow
an option to disable conflict resolution completely for selected
TextSymbolizers, something like:
<VendorOption name="conflictResolution">false</VendorOption>
