ReverseProxyFilter does not take into account the possibility that geoserver 
will be the root applications

ReverseProxyFilter.class appears to do a search and replace on the geoserver 
output, that does not take into account that someone may want to run the 
geoserver in a root container, instead of the default geoserver/ container.  
When it compares the base url (/) to the / in an ending html tag (</a> for 
instance), it thinks it needs to replace it.  </a> becomes </geoserver/a> and 
breaks output.
