Document wicket ui extension points, i18n usage, coding conventions and style 
guidelines

We need to write down some documentatino for everything we do that's not 
covered by the official wicket documentation. In particular:
* our custom i18n framework (how to use it)
* the extension points, such as panels, menu items, how to make one, how to 
register it into the spring context
* some style guidelines so that the UI code has some uniformity (stuff like 
"create the page structure into the constructor but factory out actions and the 
like in their own methods)
* point to classes of general use, something like the 
sortable/filterable/pageable table approach that seems to becoming pervasive in 
the UI
