Raster Issue - no-data pixels in full tiles should be 0xFF instead of 0x00

Two big block of purple (in the ocean and CT) should be "white".

Previously Gabriel had mentioned: 

"you will note the no-data pixels in full tiles are purple, which is a mistake 
of setting the sample values for empty tiles to 0xFF instead of 0x00. It'll be 
fixed as soon as I upload an updated version of the work."

So wherever this needs to be changed I guess still does?
