GeoServer 1.7.3 bundled GeoWebCache can't find geowebcache.xml

GeoWebCache bundled with GeoServer 1.7.3 doesn't recognize geowebcache.xml in 
geoserver_data_dir/gwc. Log shows: 

2009-03-13 13:13:29,578 ERROR [util.XMLConfiguration] - Failed to find 
geowebcache.xml
2009-03-13 13:13:29,578 ERROR [layer.TileLayerDispatcher] - Unable to determine 
configuration directory.

Putting geowebcache.xml in geoserver/WEB-INF/classes causes the file to be read 
and makes the data available, but GWC doesn't utilize the cachePrefix tag in 
the XML file and writes the tiles to the default location instead unless 
GEOWEBCACHE_CACHE_DIR is set in web.xml.

Arne confirmed issue on the mailing list. Rolling back to 1.7.1 or 1.7.2 fixes 
the problem.
