Hey Jody,
I'd love to collaborate on a more fleshed out GeoSilk set. This one
has been generated on an as needed basis starting at the geospatial
sprint in Bolsena last year and was sort of a rushed creature of
necessity. As you observed, and the readme attests, it's an effort to
bring the uDig iconography in line with the Silk set. How would you
like to proceed?

The "GeoSilk" set, along with the canonical Silk set
(http://www.famfamfam.com/lab/icons/silk/
), are the ones used elsewhere throughout this new UI. You can find
the most up-to-date version here: http://files.opengeo.org/geosilk/
I am open to collaboration on icons; indeed I recognize some of my
work in that directory. In particular I would like to produce vector
icons for some of the more commonly used imagery.
