Problem with data with Persian language storing as UTF-8 in Geoserver

I use geoserver and openlayers to insert data with custom attributes with WFS-T
operation. Data Store is a shape file witch created by QGIS with UTF-8 charset.
I insert attributes in Persian Language but, when using get feature, output is
complicated and very mixed. attribute 1 will be coolapse and some of it will be
shown in attribute 2. one of attributes will be contain ************* but I
send its value null. please help me to resolve the problem.
