Localization support in GetLegendGraphics and/or removal of English Strings

When calling getLegendGraphics the
org.vfny.geoserver.wms.responses.legend.raster.ColorMapLegendCreator.class
contains a few Strings in English used for the footer
In some case it could be nice to either be able to localize or remove these,
especially when you dynamically generate the graphics for the end user, who do
not know what an extended color map is.
