Have you recently updated the citewfs-1.0 data directory. I recetnly 
tweaked the schema a bit to use the new schema encoder on 1.7.x for wfs 
1.0.0. See:

I ran cite after making the changes and all the tests passed for me.

The online engine tests are out of date, and should not be used imo. 
This date stamp was sort of a temporary thing that as far as I know got 
thrown out. Also there are a lot more tests in svn than the online version.
