If you make a getmap request with FORMAT=image/png8 and
EXCEPTIONS=application/vnd.ogc.se_inimage then the response will have
Content-type set to the format.
i.e. FORMAT=image/png8 returns "image/png8" , which is invalid.
To test, put a typo in the layer name:
