More flexible options for including bounding boxes in GetFeature results

If WFS is configured not to include bounding boxes, the bounding box for the 
complete FeatureCollection is null or omitted:

Otherwise the bounding boxes for each feature are included too, which makes the 
result document noticeably bigger.

I think, that it makes much sense to always include the correct bounding box 
for all the features in the result, which is also not much overhead in the 
output.

Maybe it can be made configurable in the WFS configuration with 2 options to 
include bounding boxes:

- include bounding boxes for the FeatureCollection.
- include bounding boxes for each Feature.

Then one, both or nothing could be activated. For default, I would suggest to 
activate only the bounding box for the FeatureCollection.
