Most of the configuration code, including the catalog, has been ported to
DataAccess but DataStoreUtils still makes heavy use of DataStoreFactorySpi etc.
The only code really depending on it is main-legacy/DataStoreConfig.java.
I'm attaching a patch that makes the move and deprecates
DataStoreUtils.getDataStore in favor of DataStoreUtils.getDataAccess
