A SoreInfo can't be saved if the coverage/data store can't be accessed. Not
even to just disable the store

Say you have a data store configured but the server it hits is down, so you
want to disable the store.
Go to the store's edit page and uncheck the enabled checkbox, it can't be saved
if the datastore is not accessible.
When connection parameters are wrong, it would be better to inform the user and
ask him if still wishes to save the store info as is.
