Add a brief mode to xstream persister

The xstream persister customizes some of its output in the interest of keeping
it less verbose. However this results in some issues with losing information.
The only reason this is done is for the rest config stuff, since what the
persister sends out is viewed by the outside world.
We need to introduce a "brief" mode in which the persister only is less verbose
when specified to.
