LatLongBoundingBox implementation is not valid according to WFS 1.0.0 standard

The LatLongBoundingBox in the FeatureType description in the GetCapabilities
result for WFS 1.0.0 has coordinates in WGS84 longitude and latitiude values.
Anyone would expect this to be correct as the name of the element suggests it.
But the WFS 1.0.0 standard defines the following on page 56 of the standard
document:
The LatLongBoundingBox element is used to indicate the edges of an
enclosing rectangle in the SRS of the associated feature type. ...
The implementation of ESRI ArcGIS Server WFS behaves according to the standard
and shows coordinates in EPSG:31256 (which in our case is the SRS of the
feature type). UDIG has a problem with this and first I thought it to be a bad
implementation of ArcGIS Server. But when I looked into the standard, I was
surprised to find, that actually the implementation in GeoServer/GeoTools is
wrong.
