Alter documentation URL structure to allow for multiple languages

Based on a discussion on the mailing list, the current doc URl structure is:
docs.geoserver.org/VERSION/MANUAL
Change to:
docs.geoserver.org/VERSION/LANGUAGE/MANUAL
where LANGUAGE is a two digit code representing langauge (en = english, es =
espanol, etc.)
Related:
So as to not break compatibility, leave english as default:
docs.geoserver.org/VERSION/MANUAL
to be the same as:
docs.geoserver.org/VERSION/en/MANUAL
(Not sure how much of an admin headache that would be going forward...)
