Hi Ian.

You can tell it to use the not-yet-existing data dir.  Say you're installing to 
C:\ProgFiles\My17thGeoServer, if you (manually) type in the path to the data 
dir as:

C:\ProgFiles\My17thGeoServer\data_dir

the installer will bypass the existence check and assume that you want to use 
the new dir as the data directory.  I agree that that should probably be made 
more explicit.  (JIRA?)
