Further speed up i18n resource loading

GeoServerLocalizer subclasses the Wicket Localizer class to add some GeoServer
specific behaviour. However, the Localizer class is not really meant for
subclassing and the process triggers a lot of exceptions making the resource
lookup slow.
An alternative is to implement a custom IStringResourceLoader, which is a
public extension point. The attached patch replaces the custom localizer with a
custom string loader which does the same job without triggering exceptions and
using specific GeoServer knoledge to reduce the amount of property files that
need to be looked up.
