I would say now. Ideally I think we should use only a single repo for a 
snapshot repository. Osgeo makes little since to me since afaik no 
snapshots are ever posted there.

java.net not sure what we get from there. But if we do depend on a 
snapshot I say we copy it to the opengeo repo... if indeed we are 
allowed to redistribute them ourselves.
