Add support for map rotation in WMS requests

Fix For: 2.0-RC2
Add a &rotation=deegrees parameter that rotates the map around its center. May
be useful for printing, so make sure the param is hooked up in SVG and PDF
generators as well.
It would be nice to make GetFeatureInfo work as well, so that it's possible to
make a online viewer that can work with map rotation as well.
