GeoServerApplication's init() method engages the {{IStringResourceLoader}}s
wicket is gonna use to provide the i18n'ized resources.
Add an extension point for {{IStringResourceLoader}} so modules can contribute
customized ones.
Examples of possible contributed resource loaders are:
- one that fetches resources from a database
- one that provides live resources from ongoing UI translations (as per the new
translation community module)
