I think this is a problem with how the old and new config store an srs. 
The old just uses the code. The new uses authority:code.

I think to fix this we will have to:

1) remove all the "epsg:" prefixes from the capability transformers
2) patch the legacy configuration reader to append "epsg:" to srs 
elements when they are read
