Add an option that will allow the administrator to lock down the layer so that
it responds only to the configured styles, but not to other named styles or to
custom styles.
Theme: allow the admin to control the resources used by the server. A custom
heavy style can make the request a lot heavier than foreseen with the hand
tuned styles created by the admin.
