Avoid cut out symbols in tiled preview

The OL client does not ask for tiles outside of the bounds. This results in the
point symbols of tiger:poi being cut out because the circular mark is drawn
partially outside of the bounds.
Add displayOutsideMaxExtent=true to the preview to make OL ask for tiles even
outside of max extents
