geoserver.log and *.properties files appear in the wrong place

Environment: This has been tested with Tomcat 6.0.20 on both Solaris
and Linux.

These files appear at $PWD/logs when geoserver is started. They should appear
relative to the server home directory ($CATALINA_BASE in tomcat). This issue
did not happen with 1.7.6.
