Tiled display of map looses text labels

When rendering a map in tiled mode then text labels at tile boundaries are not
rendered and are lost.
The problem is reproducible with the default installed layer group tiger-ny
when switching between tiled and single tile mode.
Screenshot is attached and says it all.
