Hi, GeoServer seems to be in a position to start incubating, we have the paperwork in, and more importantly, we have a mentor: say "Hi" to Richard Gould, our incubation mentor :-)
The next step is to get the incubation request approved by the incubation committee. I could not find a planned meeting date for that committee but Arnulf pointed us to the OSGeo board meeting in which the incubation committee will have to make a status report: http://wiki.osgeo.org/wiki/Board_Meeting_2009-11-05#Agenda It would be good to have some of our representatives attend that meeting and push the incubation forward.
