Problem with visualization of cp1251 shapefiles and WMS-replies

All my shapefiles are in cp1251 charset.

When adding new store, i set charset to cp1251(or windows-1251 - no matter, no 
effect in any case).
After that, i'm creating new layer and new style for it.

After that, geoserver shows all labels using ISO 8859-1 (Latin-1) charset 
instead of cp1251 charset. (See GeoCharBug attachment)
Also, WMS requests for GetFeatureInfo returns all data using ISO 8859-1 
(Latin-1) charset instead of cp1251 charset too.

By default, GeoServer's charset is set to UTF-8.
Nevertheless, changing it to cp1251 (or windows-1251) takes no effect on 
images, but WMS requests for GetFeatureInfo returns all cp1251 encoded data as 
set of '?'.


Changing fonts in TextSymbolizer section of style's SLD takes no effect at all 
- fonts changes accordingly, but content not.

I have all same data set up on GeoServer 1.7.х - no problems, all cp1251 
encoded data displayed properly.(See GeoCharNormal attachment)
