Namespace is ignored when editing/removing layer

This issue occurs if you have two layers with the same name, in different
namespaces.
Example: You have two layers 'bruschetta:tomato' and 'sandwich:tomato'. If you
click on 'sandwich:tomato' it will take you to the edit page for
'bruschetta:tomato'. Also if you try to remove 'sandwich:tomato' it will
actually remove 'bruscetta:tomato'.
And I like bruschetta so want to keep it :)
