No, it's not. That code is not even an official EPSG one, as far as I can tell it's ESRI specific: http://www.spatialreference.org/ref/sr-org/45/ I just looked in the latest and greatest of EPSG databases (version 7.4) and 102113 is not among them. It seems a shame that a public service forces people to use a vendor specific code.
