This is my plan. I also intend to take it further and allow schemas to 
be packaged and released as a maven artifact to support offline testing. 
I would like to package GeoSciML 2.0, GeoSciML 2.1, and GeoSciML 3.0. I 
also intend to support on-demand caching of schemas so users can 
configure an app-schema instance with schemas unknown to the developers, 
and have the software automatically fetch and cache it. No more manual 
cache construction. Let the software do the work.
