It is the abandoned version. No one is working on it anymore.
2.0 is stable, trunk is unstable.

We started filling automatically the maven repositories only starting
with 2.0, if you want to play with the 1.7.x series you'll also have to
checkout and build with -Dall GeoTools, as GeoServer uses some GeoTools
modules that are not part of a release
