It might be a good idea to enable a user to specify a pre-rendered image file
as legend graphic, especially for raster data.
In the SLD-Definition, a user can already set up such a graphic file with the
element <LegendGraphic>, but this element is currently not interpreted by
geoserver.
Attached is a patch for a (very basic) version, which interprets the element
<LegendGraphic> and delivers the file given in <Graphic> -> <ExternalGraphic>
-> <OnlineResource>.
