GWC should expire KML (vector) tiles when regionating strategy is changed

Related to GEOS-2515 , automatically using cached tiles for Google Earth.

If you request /geoserver/gwc/service/kml/layername.kml.kml (or .kml.kmz) , the 
default regionating strategy configured in GeoServer will be used. Since this 
can be changed on the layer, GWC should expire the KML tiles when the strategy 
is modified.
