GWC should drop the KML caches when the global KML parameters get changed

Fix For: 2.0.2
We now expose to the admin the ability to configure kmlattr, kmlplacemark and
kmscore.
When those changes the kml contained in the GWC caches should be truncated.
To implement this behaviour a ConfigurationListener that listens to changes to
the service metadata map should be implemented
