Yeah, let's go for it.  We'll just target the main two features of WMS 
1.3.  Goal will be to get most of WMS 1.3 done, it's ok if we don't 
fully achieve everything.  I believe it's doable in a summer.

Talking to Andrea the one caveat is that there are not good tests for 
WMS.  So we might consider spending the first few weeks writing tests 
that could work on all platforms, to reduce the risk.

And then after that just be sure to do the work in discreet patches that 
are easy for Andrea to review.  Do it iteratively to reduce the risk. 
I'd much rather see us get half way to WMS 1.3 in a way that doesn't 
break anything than to get all the way but have it be more fragile.  So 
just work closely with Andrea and make patches often, as he knows all 
the ins and out of the code and where it's fragile.

I just put up new summer of code page.  So we just need to submit the 
right info and hopefully OSGeo will get us a project.
