Using OpenLayers (2.8) and GeoExt with GeoServer 2.0 and the embedded
GeoWebCache, legends are not returned when you use layers from the GeoWebCache
WMS.
The layer names do appear in the legend, without any graphic.
Legends do work properly when layers from the Geoserver WMS are used.
It seems like the request to get the legend is not being received or returned.
