Releasing GeoTools is part of the duties of a GeoServer release. Very often a bug closing/new feature in GeoServer requires changes in Geotools, as a result we never managed to stay on a given Geotools release long and we always target SNAPSHOT. This also makes it involved to do the releases. Just releasing GeoTools and then starting to do CITE tests for GeoServer often proves paiful, as you might find a CITE test failing due to a behavior change in GeoTools, you have to go back, fix, re-release. So what we've done in the past was to tag GeoTools (but not release it), start testing it, make sere everything is ok on the GeoServer side with all the tests with have to run (CITE, interactive, whatnot), and finally release both.
