Native SRS field should be text instead of an input field

There's no indication that the Native SRS field in the layer form of the
GeoServer UI is never editable, and it makes the user expect that one can
reproject between the two. Also, behavior between an 'undefined' Native SRS and
a Declared SRS is incredibly unclear. Essentially that area of the interface is
incredibly confusing and could use stronger documentation and a better sense of
user experience.
