You need to use the DWithin filter. Which will look something liek this:

<ogc:DWithin>
<ogc:PropertyName>the_geom</ogc:PropertyName>
   <gml:Point>
                                        
<gml:coordinates>1345.4534534,8457.2348345</gml:coordinates>
   </gml:Point>
   <ogc:Distance units="deg">100<ogc:/Distance>
</ogc:DWithin>

Also note that units are disregarded and the value will be taken with 
respect to whatever units your crs is defined with.
