GWC transaction listener whipes out the full layer cache upon any transaction
on a given layer. Make it respect the transaction bounds as much as possible

The integrated GWC truncates the whole layer upon any transaction that affects
a given layer. It'd be better if only the affected area would be truncated.
Doesn't need to be perfect, bbox would be a huge improvement.
