Order matters in selectors when it shouldn't

If I create a style like:

/* @title Residential Road*/
[...@scale < 100000] [highway='residential'],
[...@scale < 100000] [highway='unclassified'] {
 stroke: grey, white;
 stroke-width: 3px, 1px;
 stroke-z-index: 0, 6;
}

The unclassified roads are not drawn but if I do

/* @title Residential Road*/
[...@scale < 100000] [highway='residential'],
[highway='unclassified'] [...@scale < 100000] {
 stroke: grey, white;
 stroke-width: 3px, 1px;
 stroke-z-index: 0, 6;
}

then they are drawn.
