The idea is to let GWC serve tile requests issued to the regular GeoServer WMS
_iif_ the request matches a tile for a configured GWC layer, and defer to the
regular WMS otherwise.
If the request matches a tile and it's seeded, the cached tile is served,
otherwise it's created through the GeoServer WMS and cached, then served.
This will be disabled by default and will benefit from integration with the GWC
disk-quota module so that the administrator is in control of the cache size.
(side note: MapServer is gonna implement something like this as they said in a
FOSS4G presentation, and by that time I already had this working on a git
branch. We'll be trying to collaborate -at least in what respects to general
considerations- on this and other tiling issues on the newly created osgeo
tiling mailing list)
