The superoverlay machinery completely ignores scale dependencies when assigning 
a feature to a certain tile in the hierarchy.
I did not check, but I think this will result in lost features in the output: 
if a feature has been assigned to a tile where it's out of scale it will simply 
be never generated in output.
The regionation strategies should take into account scale dependencies, no 
matter how "important" a feature is it should never be pushed upper than the 
topmost tile level within the scale where that feature can be displayed.
