If you build geoserver from the root, or just build the web module under
web/app target you will see a geoserver.war file.
Just a note. If you are making changes in geotools and trying to get
geoserver to pick them up use the "-o" (offline) flag or else it is possible
that maven will download a newer copy of the geotools jar you changed.
