Have GeoServer return proper HTTP error codes along with service exceptions

Currently all service exceptions return with HTTP 200, whilst some variant of 
400 or 500 should be used instead.

OWS 1.0 was not clear on whether to use error codes or not, so we're going to 
enable http error codes only if the administrator enables them for backwards 
compatibility.

OWS 1.1 mandates the usage of error codes in its abstract test suite, though 
it's not clear what codes should be used.
OWS 2 mandates error codes and also specifies which ones should be used based 
on the OWS error code: we are going to use this classification as a reference.
