As GeoServer will need to target a specific INSPIRE schemas version in order to
ensure compatibility and GetCaps validation, and since the new schemas (latest
being version 0.16 at the time of writing) are split out into different schema
files for the available languages, GeoServer will need to use only the list of
known languages in its language selection for INSPIRE capabilities.
