The OpenSUSE Build Service supports other distributions at some extend
http://en.opensuse.org/Build_Service/cross_distribution_package_how_to

But in order to get the packages up to date with the latest Fedora, 
perhaps there is a similar service for Fedora.

In general, in OBS a package is built with a spec file which is 
compatible with all RPM distributions (only dependencies might have 
different names)
https://build.opensuse.org/package/files?package=geoserver&project=Application%3AGeo

Check the above spec file. I am sure it can be built for other RPM distro.
