Possibly try out a couple of optimized paths:
- build a transparent buffered image, draw the decoration and then use JAI
composite to merge the raster (which needs to be color expanded to RGB(A) and
the decoration in one image)
- if the decoration has a single watermark merge directly the images with JAI
