OpenLayers output format fails if transparent=true is added to the request

                 Key: GEOS-4408
                 URL: http://jira.codehaus.org/browse/GEOS-4408
             Project: GeoServer
          Issue Type: Bug
    Affects Versions: 2.1-RC2
            Reporter: Andrea Aime
            Assignee: Andrea Aime
             Fix For: 2.1.x

Reason: OL fails to initialize due to the lack of a base layer. The two layers
configured must be set as base layers even if they are transparent (OL defaults
to non base layer if transparent=true is used)
